Minimum Qualifications
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
70.1 Transfer:
For a 70.1 transfer to an Office Assistant 3 Calculations, SG-14, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 12 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties
Please keep in mind these duties will be utilized for detailed postings and incorporated into probation/performance documents.
- Maintain a high level of expertise in identifying New York State and Local Retirement Systems documents as well as the complex indices of their images (i.e. social security number, registration number, retirement system indicator, document class, document type, and receipt date.)
- Review and assign work to staff that are telecommuting
- Acts as a resource for difficult questions and problems.
- Maintains production reports from unit staff.
- Reviews and approves time of requests and timecards
- Reviews, updates and prepares for procedural modification, as necessary, existing automated correspondence due to changes in the law, policies and procedures.
- Assist the Employee’s Retirement System Examiner 4 and Office Assistant 3’s in maintaining ad hoc reports and a tracking log for all project issues to ensure that all issues raised are documented and followed up in a timely manner to ensure project success.
Directs work of clerical staff
- Trains, mentors and functions as supervisor of lower-level clerical staff.
- Advises staff regarding routine inquiries regarding document indices and document type, correspondence, and telephone inquiries.
Knowledge, Skills & Abilities
- Knowledge of agency policies and program policies, procedures and functions.
- Ability to use office equipment such as computers, scanners, and photocopiers, etc.
- Ability to set up and use manual and electronic office record keeping and filing systems.
- Ability to enter and retrieve data using an alphanumeric keyboard.
- Ability to prepare reports.
- Ability to read, understand and apply laws, procedures, rules, regulations and guidelines where there are not clear precedents and without detailed direction.
- Ability to perform tasks accurately within prescribed time frames.
- Ability to communicate effectively in writing and orally.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
